Attention Parents and Providers:

The new vaccination law will require most of California’s children to be fully vaccinated in order to attend any private or public elementary or secondary school, child care center, day nursery, nursery school, family day care home, or development center, regardless of their parent’s personal or religious beliefs.
 
Senate Bill 277: Public Health: Vaccinations would prohibit private or public child care centers from admitting children unless they are immunized against the following ten (10) childhood diseases:

(1) Diphtheria, (2) Hepatitis B, (3) Haemophilus influenzae type b, (4) Measles, (5) Mumps, (6) Pertussis (whooping cough), (7) Poliomyelitis, (8) Rubella, (9) Tetanus, and (10) Varicella (chickenpox).

Exemptions will only be given for medical reasons and children enrolled in a home-based private school or independent study program. The medical exemption, written statement by a licensed physician, must indicate the specific physical condition of the child, and the nature and probable duration of the medical condition for which the physician does not recommend immunization.

Parents can still submit a personal belief exemption until July 1, 2016 and it shall remain until the child advances to the next “grade span” or changes schools.  For purposes of childcare, a personal belief exemption will remain with the child until the child transitions into kindergarten.  Parents who submit a personal belief exemption should be informed that the exemption will not be honored once the child leaves the current childcare facility to attend kindergarten.

A related bill to watch is Senate Bill 792.  The bill is currently working its way through the bill process.  If passed, starting September 1, 2016, a day care center or a family day care home would be prohibited from employing any person who has not been immunized against influenza, pertussis, and measles.  The bill would specify circumstances under which a person would be exempt from the immunization requirement, based on medical safety, current immunity, declining the influenza vaccination, or the date upon which he or she was hired.
